Castiel believes he has been instructed by the Lord to protect Sam and Dean Winchester. Disobeying his superiors he has taken residence on earth, using a devout Christian man, Jimmy Novak, as his vessel.
On the Wing is an au (alternate universe) roleplay, so Castiel's history obviously does not match canon completely. I suppose he would eventually grow close to the Winchester brothers, though I am not sure how many friends he would actually have considering he isn't exactly social. Enemies can be other angels and demons; most likely he would have or gain some. Not sure about romantic relationships because he's pretty unemotional at the moment and I doubt he would deviate from his job to sweet talk a lady.
If you would like to roleplay with Castiel I suppose there should be a very good reason for him to run into your character; since he would most likely be somewhere the Winchesters are. Though, if you have any ideas don't be afraid to share them!
